TV-L

Collective bargaining agreement for employees of German federal states, covering grades, pay and conditions.

TV-L (Tarifvertrag für den öffentlichen Dienst der Länder) is the state-level counterpart to TVöD. It applies to all German federal states except Hesse and governs grading, pay, working time, holidays and other conditions for teachers (where employed rather than civil-servant status), university staff, judicial employees, technical staff of state agencies and many more.

The structure mirrors TVöD: pay grades E1 to E15 with six experience steps. Concrete pay differs in detail and is the subject of regular negotiations between the bargaining group of German states (TdL) and unions such as ver.di and GEW. Hesse negotiates its own agreement, called TV-H.

For candidates, the difference between TVöD and TV-L matters because pay, step progression and special benefits can differ – for example regarding the year-end bonus, weekly working time (39 or 40 hours) or recognition of previous professional experience.
