Temp agency work (Zeitarbeit, also Leiharbeit) is an employment relationship in which a staffing firm hires employees and assigns them to client companies for limited periods. The legal basis in Germany is the Worker Assignment Act (AÜG). Employees are formally employed by the agency but work at the client under its instructions.
Benefits are fast labour-market entry, variety of assignments, high flexibility and – with good providers – chances of being permanently hired by the client. Drawbacks include often lower pay, less planning security, shorter assignments and frequent transitions that hinder social ties.
Legally, equal-pay rules apply after nine months of the same activity, with a maximum assignment duration of 18 months at the same client and sector-specific surcharges via collective agreements. Certain areas – public service and collectively bargained nursing – are largely excluded from temp work.
